The book Protagonismo em tempos de instabilidade: a política externa no contexto do G20, Cúpula dos BRICS e COP30, edited by Bruna Muriel, Bruno F. Alcebino, Gilberto M. A. Rodrigues and Olympio Barbanti Jr. (Federal University of ABC – UFABC), brings together analyses produced within the Observatory of Foreign Policy and Brazil’s International Insertion (OPEB).
The volume examines the trajectory of Brazilian foreign policy in 2024, a period marked by geopolitical instability, international conflicts, climate challenges and transformations in the global order.
The book highlights Brazil’s role in strategic multilateral forums, such as the G20, the BRICS and the preparatory process for COP30, situating these initiatives within an international landscape characterised by growing fragmentation.
The aim of the book is to analyse the main axes of Brazilian foreign policy in the recent period, taking into account both multilateral initiatives and the structural challenges faced by the country at the international level.
In this regard, it addresses themes such as multilateralism, sustainability, energy transition, human rights, international security and South-South relations, through different thematic lenses that allow for the observation of continuities, constraints and strategic choices in Brazil’s external action.
The work adopts a qualitative and analytical approach. The analyses are produced by faculty members, researchers and undergraduate and graduate students from UFABC, organised into ten thematic chapters that explore distinct dimensions of Brazilian foreign policy through specific empirical and analytical frameworks.
The chapters combine documentary analysis, examination of public policies, institutional data and monitoring of relevant diplomatic and multilateral events.
The contributions indicate that Brazilian foreign policy has sought to reclaim a more prominent international profile not only as a response to instability in the international system, but also as a strategy to reposition the country within multilateral arenas. This movement is particularly evident in Brazil’s G20 presidency, the expansion of the BRICS and the preparations to host COP30 — initiatives that place the climate agenda and energy transition at the centre of Brazilian diplomatic discourse and practice.
The strengthening of dialogue with countries of the Global South, the resumption of relations with the African continent and initiatives aimed at combating hunger and poverty are also discussed.
In addition, the book addresses issues related to international security, media coverage of foreign policy and the challenges involved in promoting human rights.
By treating foreign policy simultaneously as an object of academic analysis and as a public policy, the book contributes to reflection on Brazil’s role in a context of transformations in the global order, highlighting the limits, possibilities and strategies of Brazilian diplomatic action in the recent period.

About the editors:
Bruna Muriel holds a PhD from the Graduate Programme in Latin American Integration at the University of São Paulo (PROLAM-USP) and is a professor of International Relations at the Federal University of ABC (UFABC). She serves as a researcher at the Observatory of Foreign Policy and Brazil’s International Insertion (OPEB).
Bruno F. Alcebino holds a degree in Sciences and Humanities from the Federal University of ABC (UFABC) and is a researcher affiliated with the Observatory of Foreign Policy and Brazil’s International Insertion (OPEB), working on research related to Brazilian foreign policy.
Gilberto M. A. Rodrigues holds a PhD in Social Sciences from the Pontifical Catholic University of São Paulo (PUC-SP) and is a professor at the Federal University of ABC (UFABC), with research in Brazilian foreign policy, global governance and international relations.
Olympio Barbanti Jr. holds a PhD in Social Policy and Administration from the London School of Economics (LSE) and is a professor at the Federal University of ABC (UFABC), with academic work focused on global governance, sustainable development and international politics.
